Effectivity Clause.

Section 19

SEC. 19. Effectivity Clause. – This Act shall take effect fifteen (15) days from the date of its publication in at least two (2) newspapers of general circulation. Approved, Lapsed into law on July 11, 1996, without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
