Section 5

SEC. 5. This Act shall take effect fifteen (15) days following the completion of its publication in two (2) newspapers of general and nationwide circulation. Approved, Lapsed into law on November 27, 1997, without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
