Section 80
SEC. 80. Declaration of Policy. – It is hereby declared the policy of the State to promote science and technology as essential for national development and progress. The State shall likewise give priority to research and development, invention, innovation, and their utilization and to science and technology education, training, and services. In addition to appropriate and relevant technology, the State shall support indigenous and self-reliant scientific and technological capabilities, and their application to the country's productive system and national life.
