SEC. 21. The amount necessary for the implementation of this Act shall be charged against the current year's appropriations of the Surigao del Sur Polytechnic College. Thereafter, such amount as may be needed for the continued operation and maintenance of the Surigao del Sur Polytechnic State College shall be included in the annual General Appropriations Act.
