SEC. 3. The State College shall primarily offer higher professional and technical instructions and training in agriculture, forestry and related sciences. Likewise, it shall promote research, extension and production services, advanced studies and specialized training in the field of education, as may be deemed relevant. The State College shall offer undergraduate, graduate and short-term technical courses within its areas of specialization, as the Board of Trustees may deem necessary, to carry out its objectives, particularly, in order to meet the needs of the province.
