Section 19
SEC. 19. Effectivity Clause. - This Act shall be translated in English and Ivatan. The English version shall be published once every week for three (3) consecutive weeks in a newspaper of general circulation and in Ivatan in a newspaper readily available in the area in and around the scope specified hereunder. It shall likewise be posted in the appropriate language in a conspicuous place in the provincial, municipal and barangay halls within the area as well as in three other places frequented by the public.
