SEC. 3. This Act shall take effect upon its approval. Approved, (Sgd.) AQUILINO Q. PIMENTEL JR. (Sgd.) FELICIANO BELMONTE JR. President of Senate Speaker of the House of Representatives This Act which is a consolidation of House Bill No. 12238 and Senate Bill No. 2161 was finally passed by the House of Representatives and Senate on February 8, 2001 and February 5, 2001, respectively.
