SEC. 19. The amount necessary to carry out the provisions of this Act shall be charged against the current year's appropriations of the Guimaras Polytechnic College and the Western Visayas College of Science and Technology - Guimaras Extension. Thereafter, such sums as may be necessary for the continued operation and maintenance of the Guimaras State College shall be included in the annual General Appropriations Act.
