SEC. 7. Effectivity Clause. - This Act shall take effect on January 1, 2004. Approved, (Sgd.) FRANKLIN M. DRILON (Sgd.) JOSE DE VENECIA JR. President of the Senate Speaker of the House of Representatives This Act which is a consolidation of House Bill No. 5231 and Senate Bill No. 2660 was finally passed by the House of Representatives and the Senate on December 17, 2003 and November 24, 2003, respectively. NAZARENO Secretary of the Senate Secretary General House of Representatives Approved: GLORIA MACAPAGAL-ARROYO President of the Philippines Lapsed into law on FEB 05 2004 without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
