Section 48

SEC. 48. Plebiscite. – The Province of Dinagat Islands shall be created, as provided for in this Act, upon approval by a majority of the votes cast by the voters of the Province of Surigao del Norte in a plebiscite to be conducted and supervised by the Commission on Elections within thirty (30) days from the date of the effectivity of this Act. The amount necessary for the conduct of the plebiscite shall be charged lo the appropriation of the Province of Surigao del Norte and the seven municipalities being proposed to comprise the Province of Dinagat Islands.
