Section 30

SEC. 30. Section 31 of Republic Act No. 8436 is hereby amended to read as follows: "SEC. 37. Rules and Regulations. - The Commission shall promulgate rules and regulations for the implementation and enforcement of this Act. "Notwithstanding the foregoing canvassing procedure, the Commission is authorized to prescribe other manner or procedure for the canvassing and consolidation of votes as technology evolves, subject to the provisions of Section 7 hereof on the minimum capabilities of the AES and other pertinent laws."
