SEC. 2. Declaration of Policy. - The critical importance of protecting, conserving, maintaining and rehabilitating the natural physical attributes and processes of the watershed and its complementary biological diversities, as well as the aesthetic, historical, cultural and economic significance of the Central Cebu Protected Landscape to the continued existence, survival, sustenance, growth and development of present and future inhabitants of the Island of Cebu cannot be overemphasized. It is hereby declared the policy of the State to secure the protection, conservation, rehabilitation and sustainable development of the Central Cebu Protected Landscape, particularly its role as a watershed for water generation and supply purposes; its associated biological diversity, other natural, ecological and physical processes and values; its communities, their culture and way of life insofar as these are in harmony with nature and the biophysical and ecological systems of the area. Pursuant to the provisions of Republic Act No. 7586 or the National Integrated Protected Areas System (NIPAS) Act of 1992 the State shall ensure the mobilization of resources for the operationalization of institutional mechanisms established herein, the implementation of appropriate measures and the provision of support necessary for the protection, conservation, maintenance, rehabilitation and sustainable development of the Central Cebu Protected Landscape, especially its crucial role and significance as a watershed for water generation and supply purposes, its associated biological diversity and its integrity as an ecosystem.
