SEC. 2. This Act shall take effect upon its approval. Approved, (Sgd.) JOSE DE VENECIA JR. (Sgd.) YABES Secretary General House of Representatives Secretary of the Senate Approved: GLORIA MACAPAGAL - ARROYO President of the Philippines Lapsed into law on JUN 24 2007 without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
