Section 15

SEC. 15. Construction. - The provisions of this Art shall be construed liberally in favor of the protection and rehabilitation of the Mimbilisan watershed and water resources and the conservation and restoration of biological diversity, taking into account the needs and interests of qualified tenured migrants, for present and future Filipino generations. The NIPAS Act shall have suppletory effect in the implementation of this Act. This Act shall not be deemed to resolve or used as basis for the resolution of any existing boundary conflict between the municipalities of Balingoan and Talisayan.
