Appointment and removal of officials and employees.

Section 13

SEC. 13. Appointment and removal of officials and employees.—The President of the Philippines shall appoint with the consent of the Commission on Appointments, the judge and auxiliary judge of the municipal court, the chief of police and fire force, and other heads of offices as may be created. Except the judge and auxiliary judge of the municipal court, said officers shall hold office at the pleasure of the President. All other officers and employees of the city whose appointment is not otherwise provided for by law shall be appointed by the City Mayor upon the recommendation of the corresponding head of office of the city in accordance with the Civil Service Law and they shall be suspended or removed in accordance with law.
