s 160 Application by or on behalf of person below 21 years of age
160. An application that could otherwise be made by a person under this Part may, if the person is below 21 years of age, be made —(a)
by the person, with the permission of the Council, if the person is at least 16 years of age; or
(b)
on behalf of the person by —(i)
a parent or guardian of the person; or
(ii)
with the permission of the Council, any other family member or other relative of the person.
