s 13 Commissioner to administer Act and may delegate authority
13.—(1) The Commissioner is responsible for the administration of this Act.
(2) Without affecting subsection (1), the powers conferred and the duties imposed on the Commissioner under this Act or the regulations may generally or specifically be exercised and carried out by any person generally or specifically authorised by name or office by the Commissioner.
