s 23 Parts 2, 3 and 4 to apply to District Courts
23.—(1) District Courts shall have the powers of ordering arrest and attachment before judgment given in Parts 2 and 3 with the same effects and consequences:Provided that any attachment ordered shall extend only to property liable to be seized under a District Court enforcement order for seizure and sale of property.

(2) The provisions of Part 4 apply to District Courts with all necessary modifications, and the powers thereby conferred may be exercised by District Courts.
