s 59 Appeal to be argued on grounds stated
59. Except with the consent of the Minister or of the Appeals Board, as the case may be, neither the Director‑General nor the appellant may at the hearing rely upon any grounds other than those stated by the Director‑General in accordance with section 48 or by the appellant in accordance with section 56.[8/97]
