6.—(1) The Director‑General may, subject to the provisions of this Act, issue to any person a licence, on such terms and conditions as the Director‑General may specify exempting him from any prohibition or obligation imposed by the provisions of this Act. (2) The Director‑General may —(a) refuse to issue a licence under this section; (b) vary or impose additional conditions; or (c) revoke any licence already issued. (3) Any person aggrieved by such a refusal, variation or revocation may appeal to the Minister whose decision shall be final. (4) No action or proceeding shall be maintainable in any court of law in respect of such a refusal, variation or revocation.
