14. In any prosecution under this Act, it shall be presumed until the contrary is proved —(a) that any premises in which rooms or parts of rooms are let or sublet for hire for periods of less than one week constitute a hotel; and (b) that any person who has or appears to have the care or management of such premises is the occupier of those premises.
