s 39B Opportunity to be heard not required to be given

39B. To avoid doubt, before making any decision under this Act or the regulations, the Controller or the Minister (as the case may be) is not required to give any person who may be affected by the decision an opportunity to be heard. [Act 31 of 2023 wef 31/12/2024]
