s 15 Power to make rules
15.—(1) The Minister may make any rules that may be necessary. (2) In particular and without limiting subsection (1), the rules may provide for all or any of the following matters:(a) the powers and functions of the Board; (b) the preparation, audit and submission to the Minister of estimates, budgets, accounts and other information pertaining to the Institute; (c) the terms and conditions of transfer to the Institute of holders of pensionable appointments in the public service. (3) The rules must be published in the Gazette and must be presented to Parliament as soon as possible after publication.
