s 28 Ticket payment service licences
28. —(1) A person must not provide or cause to be provided any ticket payment service without a ticket payment service licence. (2) An application for the grant or renewal of a ticket payment service licence must be made to the Council in such form or manner as the Council may require and must be accompanied by such particulars, information and documents as may be specified by the Council. (3) Subject to section 34, upon receipt of an application under subsection (2), the Council may — ( a ) grant or renew the licence permitting the applicant to provide a ticket payment service for such period and on such terms and conditions as the Council thinks fit; or ( b ) refuse to grant or renew the licence.
