s 90 Breach of rules

90. Any person who wilfully does any act which is forbidden, or neglects to do any act which is required, by any rules made under this Act and for which no penalty is specially provided for in such rules, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $20.
