30.—(1) Except in the case of persons arrested under section 28, no person shall be charged with an offence under this Act or any regulations made thereunder unless the sanction in writing of the Registrar or of an Assistant Registrar has been first obtained. (2) Prosecutions in a District Court or in a Magistrate’s Court under this Act or any regulations made thereunder may, with the authorisation of the Public Prosecutor, be conducted by the Registrar or by an Assistant Registrar or by some person authorised in writing by the Registrar or by an Assistant Registrar to appear on his behalf.
