s 9 Appointment of officers, etc.
9.—(1) Subject to subsection (2) and the Public Sector (Governance) Act 2018, the Board may, on such terms and conditions as it may determine —(a)
appoint and employ such officers, employees, consultants or agents; and
(b)
appoint such totalisator agencies,
as may be necessary for the effective performance of its functions.

(2) The Board must obtain the approval of the Minister for the appointment of —(a)

(b)
any totalisator agency.[7
