s 27 Interpretation of Part II.

For the purposes of this Part of this Act— . . . Any person to whose charge a child or young person is committed by any person who has parental responsibilities in relation to him shall be presumed to have charge of the child or young person; Any other person having actual possession or control of a child or young person shall be presumed to have the care of him.
