s 3 Constitution of boards to administer schemes and appointment of executive committees.

(1) Every scheme shall constitute a board to administer the scheme. (2) ... every scheme shall require the board to appoint an executive committee and shall provide for the delegation to the executive committee of all the functions of the board under the scheme, except such functions, if any, as may be specified in the scheme.
