s 9 Prevention of damage
The Secretary of State may by regulations impose such prohibitions and restrictions as he may consider necessary for preventing damage to the relevant works or for preventing notices and signs placed on or near the relevant works in connection with the regulation of traffic or the levying of tolls from being removed, defaced or obscured.
