(1) The standing orders of the Assembly may include provisions for the appointment of committees with functions extending to any matter which, whether in relation to the Assembly or in relation to the Scottish Executive, is a devolved matter. (2) In appointing members to such committees the Assembly shall secure that the balance of parties in the Assembly is as closely as practicable reflected in the membership of each such committee.
