s 30 Financial initiative

The standing orders of the Assembly shall include provision for securing that, where a Scottish Assembly Bill proposes to authorise any expenditure to be met from, or loan to be made out of, the Scottish Consolidated Fund or the Scottish Loans Fund or the release or composition of any debt owed to the Crown, the Bill cannot pass unless the authorisation has been recommended by a Scottish Secretary.
