Animal Health Act 1981 s 1

s 1 General powers of Ministers to make orders.

The Ministers may make such orders as they think fit— (a) generally for the better execution of this Act, or for the purpose of in any manner preventing the spreading of disease; and (b) in particular for the several purposes set out in this Act, and for prescribing and regulating the payment and recovery of expenses in respect of animals.
