s 83 Where no return and declarations needed at parliamentary elections.
Notwithstanding anything in sections 81 and 82 above, no return or declaration as to election expenses shall be required in the case of a person— (a) who is a candidate at a parliamentary election, but is so only because he has been declared by others to be a candidate; and (b) who has not consented to the declaration or taken any part as a candidate in the election.
