(1) The members of the Agency (including the chairman who shall be appointed as such) shall be appointed by the Secretary of State. (2) A person so appointed shall hold and vacate office in accordance with the terms of the instrument appointing him and shall, on ceasing to hold office, be eligible for reappointment. (3) The instrument appointing a member shall not, except with the approval of the Treasury, include terms entitling him to compensation on his ceasing to be a member.
