(1) While section 1 is in force, no meetings are to be held by the Northern Ireland Assembly Commission. (2) While section 1 is in force, the functions of the Commission— (a) are exercisable by the Secretary of State; and (b) in the case of functions under section 40(6) of the 1998 Act (proceedings by or against the Assembly), are exercisable by him in the name of the Commission. (3) Expenditure incurred by the Secretary of State as a result of this paragraph is to be paid out of the Consolidated Fund of Northern Ireland .
