In its application to a registration authority which are operating executive arrangements (within the meaning of Part II of this Act), section 13 of the Registered Homes Act 1984 (right to make representations) shall have effect as if for subsection (5) there were substituted— (5) If he informs the registration authority that he desires to make oral representations, they shall make arrangements to enable him to make such representations.
