(1) In section 2(5) of the Goods Vehicles (Licensing of Operators) Act 1995 (obligation to hold operator’s licence: penalty for offence), for “level 4” substitute “ level 5 ” . (2) Subsection (1) does not apply to any offence committed before this section comes into force.
