s 126 Consultation by Secretary of State
The Secretary of State may not make an order under section 122 or 125(4)(a) unless he has consulted such of the following as appear to him to be appropriate to consult having regard to the content of the order— (a) associations of local authorities , (b) local authorities , (c) bodies representing the interests of governing bodies of schools, and (d) bodies representing the interests of teachers.
