Sch 4 para 24

Tribunal rules may make provision— (a) for a person who is not a party to be joined in any proceedings; (b) for hearing a person who is not a party where, in any proceedings, it is proposed to make an order or give a direction in relation to that person; (c) for proceedings to be consolidated on such terms as the Tribunal thinks appropriate in such circumstances as may be specified.
