In this Schedule— “ appropriate authority ” means— in relation to a community, foundation or voluntary school, a community ... special school or a maintained nursery school, the school's governing body or, if the school does not have a delegated budget, the local authority , and in relation to a school falling within section 28(2)(d), the proprietor of the school; “ inspection ” means an inspection under section 28.
