(1) The Board may refuse to consider, or to continue its consideration of, an application. (2) The Board must make rules about the procedures and criteria that it will apply when determining whether to refuse to consider, or to continue its consideration of, an application under sub-paragraph (1). (3) Where the Board decides to refuse to consider, or to continue its consideration of, an application it must give the applicant notice of that decision and of its reasons for it. (4) The Board must publish a notice given under sub-paragraph (3).
