(1) This paragraph applies if— (a) a person has contravened paragraph 5(1), and (b) the responsible authority thinks the contravention may immediately and materially increase or alter a flood risk or coastal erosion risk. (2) The authority may— (a) act to remedy the contravention without giving an enforcement notice, (b) require the owner to pay the expenses of that action, and (c) recover the expenses as a debt.
