(1) Amend section 37 (applications to be made to Commission, which may give guidance about their contents and set standards for them) as follows. (2) For “Commission” (in each place) substitute “ Secretary of State ” . (3) In subsection (6) for “it” substitute “ the Secretary of State ” .
