In section 100 (charging)— (a) at the beginning insert “ (1) ” , and (b) at the end of the subsection (1) so formed insert— (2) The functions of billing for and receiving the payment of charges under this section are exercisable by the HCA rather than by the HCA acting through its Regulation Committee.
