(1) Section 354 (directions by the Secretary of State) is amended as follows. (2) In subsection (1)— (a) for “either of the conditions” substitute “ the condition ” , and (b) for “municipal waste management strategy” substitute “ provisions of the London Environment Strategy dealing with municipal waste management ” . (3) In subsection (2)— (a) omit paragraph (a); and (b) in paragraph (b), for “municipal waste management strategy” substitute “ provisions of the London Environment Strategy dealing with municipal waste management ” .
