(3) Omit subsection (2A). (4) In subsection (3) for “In the case of any local authority in Wales, the” substitute “ The ” . (5) In subsection (5)— (a) for “In the case of a local authority in England or Wales, the” substitute “ The ” , and (b) for “Secretary of State” substitute “ Welsh Ministers ” .
