(1) Section 27 (referendum in case of proposals involving elected mayor) is amended as follows. (2) In subsections (1)(b), (5), (6), (8)(c), (9) and (10) for “Secretary of State” substitute “ Welsh Ministers ” . (3) In subsection (5) for “him” substitute “ them ” .
