(1) Section 28 (approval of outline fall-back proposals) is amended as follows. (2) In subsections (1) and (2) for “Secretary of State” substitute “ Welsh Ministers ” . (3) In subsection (3) for “Secretary of State approves” substitute “ Welsh Ministers approve ” .
