(1) Section 28 (budget monitoring: general) is amended as follows. (2) In subsection (1) for “32” substitute “ 31A, 32, 42A ” . (3) In subsection (4)— (a) for “32(4)” substitute “ 31A(4), 32(4), 42A(4) ” , and (b) before “budget” insert “ council tax or ” .
